The telecom infrastructure in Russia has undergone a significant transformation over the past decade, driven primarily by government initiatives to deliver broadband services across the country. The Ministry of Telecommunications of the Russian Federation has said that the broadband penetration rate in the country should reach 60 percent by 2015, up from 26 percent in 2009, and could increase to 90-95 percent by 2020.
